With the ign switch off the circuit to the fuel pump is open. With the eng running the contacts in the relay are pulled in supplying 12v from the ECM-B fuse to the pump. When you pulled the fuse under the dash, you disabled the PCM power relay, so there was no load on the 30A underhood fuse, which would explain it not blowing out.
